Can this be used on an 86 year old senior and how far back in the throat can you go when mucus cannot be coughed up due to lack of strength to do so?

I see no reason why it could not be used on a senior. You can go as far back in the throat as the person can tolerate, depending on how sensitive their gag reflexes are.
