Answer:
They are not reuseable. They can be deposit with the garbage. Not in the recycle bin. Have them properly marked.

Answer:
There are two places I know of. First is the needle exchange, its run by the Family Health Center in your area. Second, you can take it to the local hospital and there is a drop box at the entrance of the emergency room doors at most hospitals.
