Answer:
The answer is no...they are not the same. The 9-350-4 is a much wider tire. Usually the tubes for these tires have a unconventional 75deg valve stem, which makes it a difficult or impossible fit for drive tires. In an emergency you could use the narrower 280/250-4 tube in a 9-350-4 tire but it is better to use the tube specified for the tire. Make sure you have the correct valve stem for the wheel.
