The product description doesn't tell how they are packaged, but the picture shows the cotton swabs coming packaged individually in pairs. However they all come in one package which makes it harder to keep them sterile once opened.

This product served the purpose for the use I intended. Without using my fingers for the ointment in bulk, the Q-tips were amazing. The price for the quantity of 1000 is outstanding. I would recommend this product and the amount.
