I have a fused neck so am unable to move my neck at all, I have almost non-existent nostrils, and cannot breath through my nose at all and a tongue that is tongue-tied and half the size of a normal one. I cannot move it to the roof of my mouth, nor stick it out. I have OSA, would this chin strap help me at all? Could I wear it safely and comfortably given my physical deformities?

No. My husband doesn't have the physical challenges that you have, and he couldn't wear it comfortably. He wore it two times and it was very uncomfortable. It is now sitting in a drawer.
