The correct question is 'Are they round?' and the answer is no, the Allegro tire stock is so old that the tires develop flat spots and you bounce around like a clown car.

I have these tires on my soccer chair and I have no problems. I use the chair outdoors and inside. Depending on your chair, you might have to squeeze the tires onto the rims. I have a Quickie P200 chair.

they are made in China and yes you can use indoor or outdoor.
