yes it is. we layer it over kerlix to keep it from sticking to an open wound but we have used it in water at least 100 times without problems.

The patches that I use are Flector and Lidocaine pain ppatches. Since I use them in 3 different areas, shoulder, lumbar area, and knee, I personally decided not to use them in a pool. The wrap itself would hold up I just do not know about the patches.
